The feedback delay places the measurement at the appropriate point in the horizon for dynamic estimation. Typical examples are laboratory measurement or gas chromatographs that report measurements that were taken in the past, usually with a 10 min - 2 hour delay. When the new value is reported, it should be placed at the appropriate point in the data time horizon. FDELAY is the number of horizon steps in the past where the measurement was actually taken.
