Description: Start interval for controlled variable error model weights

CV_WGT_START is the time step that the controlled variables WSPHI, WSPLO, or WSP start. Before this time step, there is no penalty so that there are no near term objectives to reach a setpoint or trajectory. This option is used to consider long-term (future) steady state tracking while ignoring the near-term path to achieve the final target. It is normally set to zero but can be adjusted to be any positive integer between 0 and the number of time steps in the horizon.
